This bill: Establishes the Kentucky Center for Cannabis Research at the University of Kentucky to advance the study of the use of cannabis and cannabis derivatives for the treatment of certain medical conditions and diseases. The center will conduct and fund research related to cannabis and cannabis derivatives, including their health effects and efficacy, as well as review current and future cannabis research. The university will develop and maintain the center, establish an internal advisory board, and report annually on the center's activities and expenditures. The bill appropriates $2 million in startup funds for the center. Creates the mobile crisis services fund within the Cabinet for Health and Family Services to provide loans to community mental health centers for increasing access to mental health services and providing services to individuals in rural areas, homeless shelters, or who are disadvantaged. The cabinet will administer the fund and monitor the performance of the centers receiving loans. The bill appropriates startup funds of $X for mobile crisis services in fiscal years 2022-2023 and 2023-2024. Makes various other appropriations, including funds for the Commonwealth West Healthcare Workforce Innovation Center, the University of Kentucky, the Rough River Business & Tourism Association, the Kentucky Center for the Arts, Rockcastle County Schools, Operation UNITE, and the Kentucky Public Pensions Authority.
