This bill creates new sections in KRS 6.601 to 6.849 to make it ethical misconduct for a legislator or legislative agent to engage in discrimination or sexual harassment. The bill defines "discrimination" as any unlawful act or practice of exclusion, distinction, or preference in treatment prohibited under KRS Chapter 344, Title VII of the Civil Rights Act of 1964, or enforced by the Equal Employment Opportunity Commission or the Kentucky Commission on Human Rights. "Sexual harassment" is defined as any unwanted sexual advances, requests, or conduct that affects employment decisions or creates a hostile work environment, as described in KRS Chapter 344 and federal laws. The bill also requires that a copy of any discrimination or sexual harassment complaint filed by a legislative branch employee be transmitted to the chief human resources officer of the Legislative Research Commission.
