This bill authorizes the Cybersecurity and Infrastructure Security Agency (CISA) of the Department of Homeland Security to hold an annual cybersecurity competition called the "Department of Homeland Security Cybersecurity and Infrastructure Security Agency's President's Cup Cybersecurity Competition." The competition aims to identify and challenge the best cybersecurity practitioners and teams across offensive and defensive cybersecurity disciplines within the U.S. Government. Eligible participants are federal employees in civil service or members of the uniformed services. The Director of CISA can award grants, contracts, or other agreements to private or public entities to administer the competition, which must include various cybersecurity skills, individual and team events, and categories demonstrating offensive and defensive cyber operations. The bill also sets limits on the use of funds for the competition and the monetary awards that can be given to participants.
