This bill amends and repeals existing law to provide for an increase in hospital assessments to fund certain Medicaid expenses. Specifically, the bill establishes a Hospital Assessment Fund to be administered by the Department of Health and Welfare, and requires private hospitals (with some exceptions) to make payments to the fund. The assessment rate is calculated based on the upper payment limit gap and disproportionate share allotment amount. The bill also increases the assessment rate beginning July 1, 2022, with an additional 30% assessment to be used for general fund Medicaid needs, subject to approval by the Centers for Medicare and Medicaid Services (CMS) of the updated upper payment limit methodology.
