This bill amends existing laws to provide additional outreach and training programs for minorities and women in the construction industry. It requires public bodies and political subdivisions entering into public works contracts over $1 million to transfer 0.5% of the contract funds to the Department of Labor and Workforce Development, or for Statewide authorities to retain those funds, to be used for on-the-job or off-the-job training and outreach programs. The bill also specifies the types of programs that can be funded, such as apprenticeship programs and initiatives to coordinate registered apprenticeships with post-secondary education. Additionally, the bill requires the Department of the Treasury and the Division of Equal Employment Opportunity Compliance to provide annual reports on the funds transferred and used for these programs, as well as the participation and outcomes of minority and women workers.
