This bill, known as the Stopping Communist Regimes from Engaging in Edits Now Act (or the SCREEN Act), would limit the use of funds from the Department of State or Department of Defense for the production of films by U.S. companies if those companies have previously submitted film content to the Chinese government or Chinese Communist Party for evaluation with respect to screening the film in China. The bill requires U.S. companies to provide a list of such films, as well as enter into an agreement not to alter the content of the film in response to or in anticipation of a request by Chinese officials. The bill also prohibits the provision of government support or funding for films that are co-produced by entities in China subject to content conditions or have had their content altered at the request of Chinese officials.
