This bill enacts Chapter 32 of Title 3 of the Louisiana Revised Statutes to provide for the regulation of cannabis in the state. The key provisions are: 1) The Department of Agriculture and Forestry is authorized to regulate the cultivation, processing, and manufacturing of cannabis and cannabis products, including by issuing up to 15 production facility licenses through a competitive bidding process. 2) The Department is required to establish testing and seed-to-sale tracking requirements for cannabis products. 3) The bill creates an annual personal cultivation permit allowing individuals 21 and older to grow up to 6 cannabis plants per household. 4) The bill also enacts Chapter 9 of Title 26 to provide for the regulation of cannabis retailers, including requirements for permits, age restrictions, and prohibited activities. The Office of Alcohol and Tobacco Control is responsible for issuing and regulating these retailer permits.
