This bill amends the definition of "coal tar" in the environmental conservation law. Specifically, it expands the definition to include not only the viscous substance obtained by the destructive distillation of coal, but also other substances like ethylene cracked residues or steam cracked residues that contain high levels of polycyclic aromatic hydrocarbons (PAHs). Additionally, the bill reduces the minimum threshold for PAH content from 10,000 milligrams per kilogram to 1,000 milligrams per kilogram. The purpose of these changes is to broaden the scope of materials considered "coal tar" and subject to regulation regarding their use in pavement products.
