These high-risk areas are defined as places prone to strong winds, wildfires, or other severe weather events that have happened in the past, and which could lead to road closures, potentially blocking access to essential facilities like hospitals. The PUC is specifically asked to examine the costs associated with this underground relocation, the current risks to overhead lines from foreseeable natural events and projected sea level rise, and the dangers posed by damage to overhead lines, such as starting wildfires or causing road closures. The PUC must then report its findings, including any feasible relocation plans and timelines, to the State Legislature by a specific date before the 2023 legislative session begins.
