This bill creates a new statute, Section 345.13 of the Wisconsin statutes, which allows law enforcement officers to immediately impound vehicles used in certain traffic offenses. The offenses include driving at a speed greater than 25 miles per hour above the speed limit, failure to stop or yield to a law enforcement officer, and operating a vehicle in a manner that impedes or blocks traffic. The impoundment period is generally 90 days, but the vehicle owner can request the vehicle's release if they can prove they did not consent to the vehicle being used in the offense. Additionally, if the person is found not guilty or the citation is dismissed within 90 days, the vehicle must be released immediately, and the court may increase or decrease the impoundment period if the person is found guilty.
