This bill creates a restricted distillery license that allows the holder to manufacture up to 20,000 gallons of distilled alcoholic beverages per year. The license can only be issued to a person or entity that also holds a plenary retail consumption license for a restaurant located in a Garden State Growth Zone, which includes certain low-income cities and municipalities with a Tourism District. The holder of the restricted distillery license can sell or deliver the product to the associated restaurant premises and also sell and distribute the product to wholesalers. No more than 10 restricted distillery licenses can be issued to a single person or entity, and the license holder cannot hold any other manufacturing licenses. The bill also allows the holder to offer samples of the product for promotional purposes at off-site events.
