Requiring unused funds in a recall committee to be returned to donors within 30 days after the recall petition is declared insufficient or the recall election is certified. The bill is intended to provide distinct campaign finance rules and requirements for recall elections, separate from the normal campaign finance rules that apply to regular elections.
