This bill appropriates funds to the Office of the State Controller for fiscal years 2022 and 2023. It provides additional funding from the Federal COVID-19 Relief Fund, Miscellaneous Revenue Fund, ARPA State Fiscal Recovery Fund, and the General Fund for various programs within the Office of the State Controller, including Administration, Statewide Accounting, Statewide Payroll, and the Computer Center. The bill also authorizes the Office of the State Controller to have no more than 114 full-time equivalent positions, allows for the reappropriation of certain unexpended and unencumbered balances, exempts the office from program transfer limitations, and appropriates additional funds for trustee and benefit payments to be distributed to units of local government in Idaho with populations under 50,000 pursuant to the American Rescue Plan Act of 2021.
