This bill requires the Minnesota Commissioner of Commerce to conduct a study evaluating the potential costs, benefits, and impacts of advanced nuclear technology reactor power generation in the state. The study must address the potential effects on Minnesota's greenhouse gas emissions reduction goals, system costs for ratepayers, system reliability, the environment, local jobs, and local economic development. The bill also requires the Commissioner to evaluate current state statutes and rules that would need to be modified to enable the construction and operation of advanced nuclear reactors, as well as the economic feasibility of replacing coal-fired boilers with advanced nuclear reactors. The Commissioner must submit the study results to the legislative committees with jurisdiction over energy finance and policy by January 31, 2023. The bill appropriates $150,000 from the general fund to the Commissioner of Commerce to conduct the study and develop the report.
