This bill allows a court to authorize a victim of domestic violence, as part of a temporary or permanent restraining order, to change the locks on a residential rental unit where the victim resides. The victim must provide written notice to the landlord of the restraining order and the need to change the locks. If the landlord does not change the locks within 48 hours, the victim is authorized to do so at their own expense, but may seek reimbursement. The bill also protects the landlord from liability for any damages that occur during the first 48 hours after the locks are changed and before the landlord is notified.
