This bill increases Medicaid reimbursement rates for in-person partial care and intensive outpatient behavioral health and substance use disorder treatment services, as well as associated transportation services, for adults aged 21 and older. The bill defines "intensive outpatient services" as at least 9 hours per week of comprehensive, structured treatment at a licensed outpatient facility, and "partial care services" as at least 2 hours per week and up to 25 hours per week of similar services. The reimbursement rates for these services are increased by 35% over the current state Medicaid rates, and the transportation reimbursement rate is set at a minimum of $10 per one-way trip. The Commissioner of Human Services is required to apply for necessary state plan amendments or waivers and to adopt rules and regulations to implement the provisions of the bill.
