This bill establishes a program to provide environmental assistance in the Chattahoochee River Basin. The program will be administered by the Secretary of the Army and will provide design and construction assistance for water-related resource protection and restoration projects, such as sediment and erosion control, protection of eroding shorelines, ecosystem restoration, and protection of essential public works. The bill requires the Secretary to develop a comprehensive Chattahoochee River Basin restoration plan within two years, in cooperation with state and local officials and stakeholders. The federal share of project costs will be 80%, with the non-federal share being the value of land, easements, rights-of-way, and relocations up to 20% of the total project costs, and 100% of operation and maintenance costs. The total cost of a project under this program is capped at $15 million, and the bill authorizes $90 million in appropriations to carry out the program.
