This bill: Provides supplemental funding for various state agencies and programs, including secretary of the commonwealth, commission on the status of women, Massachusetts gaming commission, executive office for administration and finance, executive office of energy and environmental affairs, executive office of health and human services, executive office of housing and economic development, executive office of labor and workforce development, and executive office of public safety and security. It also establishes two new special revenue funds for the Massachusetts Rehabilitation Commission and the Massachusetts Commission for the Blind to receive and expend federal vocational rehabilitation reimbursement funds. The bill makes changes to the laws governing the approval process for colleges and universities, the Edward J. Collins, Jr. center for public management, and the ability of the Department of Public Health to receive records from the FDA. Additionally, the bill extends or modifies various deadlines and other provisions in prior acts related to emergency educator licenses, eviction protections, registry of deeds operations, and transportation infrastructure funding. Finally, it authorizes a pilot program for the use of job order contracting by certain state entities and requires the public pension fund to divest from companies sanctioned by the federal government due to Russia's invasion of Ukraine.
