This bill, the Budget Process Enhancement Act, has two key provisions: 1. It removes the discretionary inflater from the baseline, meaning that no adjustments will be made for inflation or other factors when calculating the baseline for discretionary spending. This simplifies the budget process by basing the baseline solely on current-year amounts, excluding emergency and supplemental funding. 2. It holds the salaries of Members of Congress in escrow if their chamber has not agreed to a concurrent resolution on the budget for fiscal year 2023 by April 15, 2022. The salaries will be released once the budget resolution is passed or at the end of the 117th Congress. Additionally, the bill requires the Inspector General of the Office of Personnel Management to determine if the President and Office of Management and Budget are complying with the statutory requirement to submit the President's budget, and it prohibits pay for OMB leadership during any period of noncompliance.
