This bill: Provides a supplemental appropriation of over $1 billion for a variety of state agencies and programs, including funding for the Secretary of the Commonwealth, the Commission on the Status of Women, the Massachusetts Gaming Commission, the Executive Office for Administration and Finance, the Executive Office of Energy and Environmental Affairs, the Executive Office of Health and Human Services, the Executive Office of Housing and Economic Development, the Executive Office of Labor and Workforce Development, and the Executive Office of Public Safety and Security. The bill also establishes two new special revenue funds for the Massachusetts Rehabilitation Commission and the Massachusetts Commission for the Blind to receive federal vocational rehabilitation reimbursements. Additionally, the bill makes various changes to laws governing higher education institutions, the Department of Environmental Protection, the Department of Conservation and Recreation, and the administration of certain state benefits and programs. The bill also revives and extends several special commissions and task forces, provides tax exemptions related to COVID-19 payments and down payment assistance programs, and authorizes the use of job order contracting for certain state facilities.
