The bill specifies that a person's state of residence can be either the state where they reside, the state where an active duty military member is stationed, or the state where a person maintains a private mailbox or post office box if they do not have a physical residence in any state. The bill also requires the National Instant Criminal Background Check System (NICS) to include the address of a firearm transferee's residence or their private mailbox/post office box address if they do not have a physical residence.
