This bill amends New York's environmental conservation law to allow both B100 biodiesel and R100 renewable diesel to be used to blend with or replace fossil heating oil in order to create bioheating fuel. The bill maintains the existing requirements for minimum biofuel content in heating oil sold in New York, starting at 5% in 2022 and increasing to 20% by 2030. The governor can temporarily suspend these requirements if there is an inadequate supply of biofuel or it would result in financial hardship to consumers. This bill aims to provide more flexibility in the types of biofuels that can be used to meet New York's bioheating fuel requirements.
