This bill, the Restoring Hope for Mental Health and Well-Being Act of 2022, amends the Public Health Service Act to reauthorize and expand certain programs relating to mental health and substance use disorders. Key provisions include: Establishing a Behavioral Health Crisis Coordinating Office within the Substance Abuse and Mental Health Services Administration (SAMHSA) to coordinate federal activities related to behavioral health crisis care. Requiring SAMHSA to publish best practices for a crisis response continuum of care. Reauthorizing and providing additional funding for the National Suicide Prevention Lifeline. Increasing funding and making changes to improve maternal mental health screening, treatment, and services, including establishing a maternal mental health hotline and task force. Enhancing programs for serious mental illness treatment, including assertive community treatment and assisted outpatient treatment. Reauthorizing and increasing funding for the Community Mental Health Services Block Grant and establishing set-asides for crisis care and early intervention services. Providing grants to eligible entities to develop, expand, and enhance access to peer-supported mental health services. Amending the Substance Use Prevention, Treatment, and Recovery Services Block Grant to eliminate stigmatizing language and increase authorized funding. Establishing new grant programs to address opioid and stimulant use and misuse, improve integration of physical and behavioral health care, and support implementation of mental health and substance use disorder parity. The bill also includes provisions to strengthen the healthcare workforce, increase access to telehealth, and support children's mental health services, among other measures.
