AI Summary

This bill enacts a new law, R.S. 15:574.2.2, to provide relief for individuals convicted by a non-unanimous jury verdict. It creates a Special Committee on Parole for Non-unanimous Jury Convictions to review these cases and determine if the non-unanimous verdict resulted in a miscarriage of justice. The bill allows individuals currently incarcerated for convictions by a non-unanimous jury to apply for parole consideration by the committee, regardless of their sentence length. The committee's decisions are final and not subject to appeal. The provisions of this bill will terminate either three years after the effective date or upon a ruling by the Louisiana Supreme Court that the U.S. Supreme Court's decision in Ramos v. Louisiana, which found non-unanimous jury verdicts unconstitutional, is retroactive under Louisiana law.
