This bill, the Plant Biostimulant Act of 2022, amends the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) to provide a consistent definition for plant biostimulants. It excludes plant biostimulants from regulation under FIFRA, defining them as substances, micro-organisms, or mixtures that support a plant's natural processes, such as improving nutrient availability, uptake, or use efficiency, and tolerance to abiotic stress, without being regulated as pesticides. The bill also directs the Secretary of Agriculture to conduct a study on the types and practices of plant biostimulants that can increase organic matter content, reduce atmospheric volatilization, promote nutrient management, limit runoff or leaching, restore soil bioactivity and nutrients, aid in carbon sequestration and nutrient use efficiency, and support innovative approaches to improving agricultural sustainability.
