This bill, the Community-Based Workforce Development Act, amends the Workforce Innovation and Opportunity Act to establish the Sectoral Employment Through Career Training for Occupational Readiness (SECTOR) program. The bill directs the Secretary of Labor to award grants to states to develop, convene, or expand industry or sector partnerships, and to competitively award grants to eligible industry or sector partnerships to expand workforce development and employment opportunities for high-skill, high-wage, or in-demand industry sectors or occupations. The grants can be used to support activities such as training programs, coordination with one-stop career centers, and provision of career services and supportive services to individuals with barriers to employment. The bill also includes provisions for program accountability, evaluation, and authorization of appropriations for the SECTOR program.
