This bill amends New Jersey's motor vehicle laws to: 1. Prohibit the installation or modification of a vehicle's exhaust or muffler system in a way that amplifies or increases the noise above the original equipment. It also prohibits the sale of mufflers or exhaust systems with devices that amplify noise. 2. Require the inspection of a vehicle's muffler and exhaust system for excessive or unusual noise during emissions and safety inspections. 3. Authorize the Motor Vehicle Commission to deny, suspend, or revoke a private inspection facility's license or fine an official inspection facility contractor if they are found to violate the new restrictions on exhaust/muffler modifications or inspections more than once in an 18-month period. The goal of this bill is to address the issue of illegally modified mufflers and exhaust systems that produce excessively loud noise from motor vehicles.
