This bill establishes the Behavioral Health Statewide Central Availability Navigator (BH SCAN), a secure web-based application operated by the Division of Mental Health, Developmental Disabilities, and Substance Abuse Services to assist in the placement of individuals needing behavioral health treatment. The bill requires certain facilities, such as child residential services, community inpatient psychiatric units, and psychiatric residential treatment facilities, to participate in the BH SCAN by connecting daily, updating bed availability, and providing timely operational and admissions information. Failure to comply with these requirements can result in a fine of $100 per day. The bill also appropriates $100,000 in non-recurring funds to the Department of Health and Human Services to facilitate connections to the North Carolina Behavioral Health Crisis Referral System and communicate the requirements of this act.
