This bill amends the vehicle and traffic law to require vehicle dismantlers to maintain records of catalytic converters they receive and to report these records to the commissioner every 60 days. It also requires new motor vehicle dealers and qualified dealers to stock etching kits that can be used to etch a traceable serial number onto the catalytic converter of a new motor vehicle, which must be offered to any person purchasing a new motor vehicle at no more than the cost of the etching kit to the dealer. The bill aims to address the problem of catalytic converter theft by improving record-keeping and providing a way to identify stolen catalytic converters.
