This bill directs the Secretary of Transportation to submit a report to Congress with recommendations on reducing helicopter and rotorcraft noise in the District of Columbia. The report must include recommendations on factors such as altitude, number of flights, flight paths, time of day of flights, types of aircraft, operating procedures, and pilot training. The Secretary must consult with relevant operators and entities, including federal government agencies that fly helicopters or rotorcraft over D.C., the D.C. Metropolitan Police Department, medical helicopter/rotorcraft operators, and any other routine helicopter/rotorcraft operators in the area.
