This bill increases Medicaid reimbursement rates for primary care services, such as those provided by physicians, nurses, and midwives, to be at least 100% of the Medicare payment rate for the same services. The bill appropriates $20 million to fund these rate increases. The Commissioner of Human Services is required to report on the implementation of the rate increases, including any changes in access to and quality of primary care services for Medicaid beneficiaries. The bill also allows the Commissioner to apply for necessary state plan amendments or waivers to implement the provisions and secure federal Medicaid funding.
