This bill: Establishes a program through the New Jersey Collaborating Center for Nursing (NJCCN) to provide financial, material, and technical support to facilities that implement nursing residency programs for licensed practical nurses and registered professional nurses. It requires the NJCCN to appoint an advisory committee of stakeholders to help effectuate the program. The bill also requires the NJCCN to establish requirements for the residency programs and criteria for facility eligibility, and appropriates $26.7 million to support these initiatives. Additionally, the bill transfers oversight of certified nurse aides from the Department of Health to the Board of Nursing, requires the establishment of nurse workplace environment and staffing councils in hospitals, creates a Nursing School Expansion Grant Program, and establishes the New Jersey Nursing Emotional Well-Being Institute to provide services and resources to promote the mental health and well-being of nurses. The bill also appropriates funds to support these various programs and initiatives.
