Specifically, the bill mandates that the Commissioner review and update these documents at least triennially (every three years) to ensure the uniform implementation of inspection practices that can effectively respond to technological and methodological changes designed to conceal illegal activities, such as the smuggling of drugs and humans, along the border. After each update, the Commissioner must submit a report to Congress summarizing the policy and manual changes implemented.
