This bill provides for a program of investments to make the commonwealth's transportation system more reliable, address deferred maintenance, and modernize and expand the system. It also provides for a program for public alternative fueling and electric vehicle charging infrastructure. The bill authorizes the state to issue bonds to fund various transportation projects, including improvements to highways, bridges, bicycle paths, and public transit systems. The bill also establishes a commission to investigate and receive public testimony concerning public entities that may be created to design, permit, construct, operate, and maintain passenger rail service, and a special commission on mobility pricing to investigate, study, and make recommendations on the development and deployment of comprehensive and regionally-equitable public transportation pricing, roadway pricing, and congestion pricing.
