This bill provides for a program of economic development and job creation through various initiatives and investments, including: - Grants to coastal communities for economic development and job creation in the maritime economy sector, as well as for constructing, improving, and protecting coastal assets. - Matching grants to enable academic institutions, nonprofits, industry consortiums, and other technology-based economic development organizations to compete for federal grants in technology and innovation fields. - Funds for capital repairs and improvements to broadband infrastructure owned by the Massachusetts Technology Park Corporation. - Matching grants to support collaboration among manufacturers and institutions of higher education or non-profits. - Funds for projects receiving assistance from the Scientific and Technology Research and Development Matching Grant Fund. - A competitive and secure future innovation program that promotes partnerships between academic institutions, research centers, industry, and the venture community. - The MassWorks infrastructure program. - Matching grants to support advanced manufacturing projects in partnership with institutions of higher education. - Funds to enable public entities and other eligible entities to provide matching funds necessary to receive federal funding for broadband infrastructure, access, deployment, adoption, digital equity, and other eligible uses. - A program to provide assistance for projects that will improve, rehabilitate or redevelop blighted, abandoned, vacant or underutilized properties. - Grants and technical assistance to municipalities and regional applicants to support planning and locally-driven initiatives related to community development, housing production, workforce training, economic opportunity, child care, early education, and climate resilience. - Funds for the Commonwealth Zoological Corporation for repairs, construction, renovations, and other capital improvements to facilities operated by Zoo New England. - A competitive program of grants or other financial assistance to support economic development, job creation, and housing and climate resilience initiatives in rural areas. - A competitive grant program to improve facilities and destinations visited by in-state and out-of-state travelers.
