This bill authorizes the town of Wayland to hold annual and special town meetings with voters located in a common, physical location, fully remote, or in a hybrid format. Prior to holding a fully remote or hybrid town meeting, the select board must appoint a committee to gather information and present a proposed plan, which must include details on the technology to be used and how voter participation and vote security will be ensured. The committee must hold public hearings and the select board must approve the plan before a remote or hybrid town meeting can be held. Any remote or hybrid town meeting must be recorded and the recording made available to the public for at least 30 days. All actions taken at a remote or hybrid town meeting are ratified, validated, and confirmed as if the meeting had been conducted entirely in person.
