This bill, the Empowering Resilient Local Communities Act, aims to enhance disaster preparedness and resilience in underserved communities. It expands the definition of "underserved community" to include those with high natural hazard risk, economic disadvantage, and disproportionate impacts from climate change. The bill directs the Federal Emergency Management Agency (FEMA) to issue guidance on extreme temperature events, update hazard mitigation plan requirements to incorporate resilience goals, and allow additional uses of disaster relief funds for communities that have adopted the latest hazard-resistant building codes. The bill also requires FEMA to collaborate with other agencies and submit reports to Congress on the impacts of extreme temperatures and wildfire smoke on communities, as well as update its cost-effectiveness determinations for declaring incidents and mitigation activities.
