AI Summary
This bill amends the existing law to allow the state's Alcoholic Beverages Control Commission to issue a direct wine shipper license to any person, firm, or corporation that holds a federal basic permit and a license in the Commonwealth or another state to manufacture and export wine. Under this license, the direct wine shipper can make sales and deliveries of wine directly to residents of the Commonwealth who are 21 or older, for personal use and not for resale, but they cannot sell at retail any wine or wine product not produced for or by the winery and sold under the winery's brand name.
