This bill, the Clear and Concise Content Act of 2022, aims to improve plain writing and public experience in federal agencies. It requires the Office of Management and Budget (OMB) Director to issue guidance for agencies to review and draft their "covered content" (information necessary for obtaining government benefits or services, filing taxes, or understanding agency operations and policies) in plain writing. Agencies must designate a senior officer to oversee implementation, solicit public feedback, and incorporate plain writing metrics into their performance plans. The bill also amends the 21st Century Integrated Digital Experience Act to require agencies to use plain writing in their digital content within 180 days. The bill limits judicial enforceability and repeals the existing Plain Writing Act of 2010.
