This bill, the Advancing Government Innovation with Leading-Edge Procurement Act of 2022 (or the AGILE Procurement Act of 2022), aims to advance government innovation through leading-edge procurement capability. The key provisions include: 1) Establishing a Pathways to Procurement Pilot Program to facilitate entry of junior and mid-career professionals, including veterans, military spouses, and private sector procurement professionals, into the federal acquisition workforce. 2) Incorporating experiential learning into the training framework for the General Schedule Contracting series (GS-1102) and developing a cross-functional information and communications technology acquisition training program. 3) Expanding the use of simplified and alternative procurement methods, such as the Commercial Solutions Opening authority, for acquiring information and communications technology. 4) Addressing barriers to entry in federal contracting by issuing guidance on the use of past performance and alternative evaluation methods, as well as convening a working group to identify and implement actions to foster resilient supply chains and increase participation of new, small, and nontraditional businesses. 5) Establishing a pilot program to allow qualified businesses wholly-owned through an Employee Stock Ownership Plan (ESOP) to receive sole-source follow-on contracts in certain cases.
