This bill amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to allow the President to make any "excess funds for management costs" available to grantees or subgrantees who have closed out their disaster recovery projects. These excess funds can then be used by the grantees or subgrantees for activities related to building capacity to respond to or recover from future disasters, including providing training and other preparedness activities. The amendments apply to any grant award related to a major disaster or emergency that is open on or made after the date of enactment of this bill.
