This bill proposes several key provisions: 1. It authorizes the commissioner of capital asset management and maintenance, in consultation with the commissioner of conservation and recreation, to grant an easement of approximately 26,000 square feet to the University of Massachusetts Building Authority for the purpose of providing vehicular, pedestrian, and utility access from William Day Boulevard to the university's land. 2. The fund will be administered by the secretary of the Executive Office of Energy and Environmental Affairs and will consist of appropriations, investments, gifts, grants, and other sources of revenue.
