This bill, known as the "Preventing PLA Acquisition of United States Technology Act of 2022," aims to counter the military-civil fusion strategy of the Chinese Communist Party and prevent U.S. contributions to the development of dual-use technology in China. It defines "Chinese entities of concern" as certain Chinese colleges, universities, and companies that are involved in the implementation of the military-civil fusion strategy. The bill prohibits covered entities (federal agencies, institutions of higher education, and private companies receiving federal funding) from engaging in scientific research or technical exchanges with these Chinese entities of concern in areas identified as priorities for the military-civil fusion strategy. It also requires covered entities to report on their research relationships with these Chinese entities. Violations of the prohibitions can result in the covered entity losing access to federal financial assistance.
