This bill, the Community Mentors for Moms Act, would amend Title V of the Social Security Act to establish a grant program for community-based maternal mentoring programs. The programs would provide community-based mentoring relationships, individualized needs assessments, and other support services to eligible mothers, defined as pregnant women or women with primary caregiving responsibilities for a child under 6, to promote improvements in maternal and child well-being, financial literacy, parenting skills, and access to social services. The bill would prioritize serving high-risk populations, such as low-income mothers, young mothers, and those with a history of substance abuse or domestic abuse. The Secretary of Health and Human Services would be responsible for overseeing the grant program, evaluating the effectiveness of the programs, and providing technical assistance. The bill authorizes $100 million in funding for each of fiscal years 2023 through 2025.
