This bill amends Title 42 (Judiciary and Judicial Procedure) of the Pennsylvania Consolidated Statutes to further provide for definitions, scope of chapter, inspection of court files and records, transfer from criminal proceedings, place of detention, and conduct of hearings in juvenile matters. It also repeals provisions relating to transfer to criminal proceedings. The key changes include: expanding the definition of "delinquent act" to include additional offenses; limiting the circumstances under which court records and files concerning a child can be disclosed to the public; requiring the transfer of cases of individuals under 18 years of age at the time of the offense back to juvenile court; and prohibiting the detention of children in jails unless they have been charged with or found guilty of certain serious offenses.
