This bill amends Title 18 (Crimes and Offenses) of the Pennsylvania Consolidated Statutes to further regulate the sale or transfer of firearms. It removes the option for licensed dealers to complete a firearm sale without an instantaneous records check during an electronic failure or similar event, requiring them to instead obtain a completed application/record of sale. Additionally, the bill increases the fee charged for the Pennsylvania State Police to conduct a criminal history, juvenile delinquency, and mental health record check from $2 to $6 per buyer or transferee. Finally, the bill increases the Firearm Sales Surcharge, which is an additional charge on each firearm sale, from $3 to $10, with the revenue deposited into the Firearm Instant Records Check Fund.
