This bill authorizes the city known as the town of West Springfield to grant 7 additional licenses for the sale of alcoholic beverages to be drunk on the premises. The licenses will be divided between the town's "Economic Opportunity Zone" district (5 licenses) and the "Route 20 Business Corridor" district (2 licenses). The licenses are subject to approval and conditions set by the town's licensing authority, and they can only be exercised in the dining room of a common victualler and other public areas deemed reasonable by the licensing authority. The licenses cannot be transferred outside of the initial zoned areas, but the licensing authority can grant them to new applicants within those areas if the applicant is in good standing with the relevant state departments.
