This bill, the Securing American ARMS Act of 2022, provides emergency acquisition authority to the head of an agency in the event of an armed attack by a foreign adversary against a U.S. ally or partner. Specifically, the bill allows the agency head to use non-competitive procedures to replenish diminished U.S. stockpiles of defense articles provided in response to the attack, as well as to contract for the movement or delivery of those defense articles to the ally or partner. The agency head must notify the congressional defense committees within one week of using these emergency procedures.
