This bill, the Monitoring and Investigating Nations Exploiting States Act of 2022 (MINES Act of 2022), requires the Secretary of the Interior to produce an annual report for the next 5 years describing the involvement of the governments of China and Russia, as well as their state-sponsored companies and companies incorporated in those countries, in the exploration, planning, development, operation, production, financing, or ownership of mining or processing facilities globally, particularly in countries from which the United States imports minerals, metals, and materials. The report will evaluate the strategic and security implications of China's involvement and influence in developing other countries' mining and processing industries. Additionally, the bill amends the Energy Act of 2020 to require the report on mineral exploration and development in Afghanistan to include the involvement of the Chinese government, its state-sponsored enterprises, and companies incorporated under Chinese law in such activities. Finally, the bill requires the Secretary of the Interior, in consultation with other federal agencies, to review the methodology and list of critical minerals at least every 3 years, and more frequently as appropriate.
