This bill amends the Agricultural Research, Extension, and Education Reform Act of 1998 to direct the Secretary of Agriculture to establish a national biochar research network. The network will consist of up to 20 research stations or facilities to study the potential of biochar (a charcoal-like substance produced from plant biomass) for soil carbon sequestration, climate change mitigation, crop production, and natural resource conservation. The research will include experiments to understand the impacts of different biochar types and production methods, as well as site-specific assessments and pilot projects to inform practical applications. The bill authorizes $50 million per year from 2023 to 2028 to fund the research network.
